In the official Ford glossary, an “Incomplete Vehicle” (IBV) is defined as a vehicle that has been manufactured without a rear wall or specialized body. This type of incomplete vehicle is intended to be completed by a third-party conversion company. While this term is used by Ford, it is completely unrelated to the markings found on Mattel toy cars.
